Consulo loong64 port (abi 2.0)

Hello guys. I'm contributor of Consulo IDE, its IntelliJ IDEA fork, which is fully open-sourced, and hosted here https://github.com/consulo).

I had finished loong64 port.

There exists Java plugin (Maven works), Html, CSS, and some migrated plugins like Go. Exists JS/NodeJS in early stages.

Also .NET(Core) supported (with C#).

.NET debugger not fully implemented. Also there no port of https://github.com/Samsung/netcoredbg

Also possible run simple Go script. Later I will upload delve loong64 binary

For now its hard thing to do. Consulo has fast cycle of releases, and I need always update builds. For example releases can be one in week (or one in month).

I'm not familiar with Chinese sites, that why its will be a problem.

I don't have too much time to support custom repositories - due problem which I described above.

I think I need custom handle of release builds, and upload them to such stores via API - but for now it's hard for now.

Please understand that I am working on the project myself. Thanks.
